This Microsoft Windows Server 2016 Remote Desktop Services Device CAL licenses one device for access to a Windows Server 2016 Remote Desktop Services deployment using device-based RDS licensing. It is a client access license for RDS sessions, not a Windows Server operating-system license or installation media; the environment must already include properly licensed Windows Server 2016, the required Remote Desktop Services roles, and an RDS license server configured for Device CALs.
